It is a Liteon 5115GHC+.
1) Why keeps the fan always running, even if the system is on standby and not recording ?
2) Does it support to write on DoubleLayer Discs ?

It only records to DVD+R/RW and DVD-R/RW discs, not DVD-DL. I've been searching for the same thing. So annoying.

As annoying as it is, if your DVD Recorder is plugged in at all the fan will try to cool the internal electronics off whenever it needs to...regardless of if you are actually using it or not.
