HOW TO BURN AVI AND MPEG VIDEOS TO DVD?

I have been searching FOREVER for a free program that allows me to burn my AVI's (TV series - 12 episodes) and my MPEG's from youtube.com and I cant find it anywhere... I would prefer one with a menu creator so i can create a menu but i cant find that either.. does ANYONE know anywhere i can download such a thing?! if so, PLEASE help!!! thank you.....
