Although I can't give you a definitive answer, here are some thoughts:
1. Freeview is not a satellite service, but a regular aerial one. Therefore, you have to be close enough to the transmitter, to receive the signal.
2. You can watch English channels in France using a satellite service. Even few French services (TPS) transmit a limited number of British and other English-language channels. If you have an address in UK, you can subscribe to Sky and then use it in France (this is what one of my friends did few years ago).
3. SECAM/PAL - Although French programs are transmitted it SECAM, most of modern TV sets in France have PAL/SECAM playback option (but not the tuner). It's enough to watch programs received through satellite

If you're right on the coast you might be able to pick up British Freeview signals.
As to the other part of your question, I honestly don't know if the French digital TV system is compatable with the british one. Remember, their analog signal is SECAM, not PAL, so you might be safer to pick up a French box instead.
