I've been looking into alternative internet service and unluckily, the best I found was DSL extreme which is not offered to my area directly.

I came across information on Cox Roommate Account which allows you to have two separate cable modems under a single household.

My reasoning for this, is I am an online gamer and my room mate frequently downloads/streams which sky rockets my latency.

Would having this separate roommate account by using the 2nd Cable Modem correct this? or would we still be sharing the same bandwidth as before and paying more money? or will the 2 modems act as their own separate bandwidth, and my room mate could go download crazy while I play my video games without ridiculous latency spikes? :O

Each modem acts as a separate account and gets its own bandwidth from your areas node. So you are NOT sharing the one modems bandwidth. As such your latency should be reduced.



With cable all of the Internet usage off a given node is shared. So the entire bandwidth from your node is shared with ALL cable modem Internet users in your area. Thus if the whole area is using the Internet your speed will decrease, So two accounts simply means another user on your areas node, just as if another house in your area got Internet.



In your case you need two accounts and the roommate account is the answer.
